Scott has over 25 years of accounting experience encompassing audit, accounting, and tax services. Scott’s industry experience includes small businesses, assisted housing, governmental clients, clients in the public housing industry, tax credits, construction contractors, and the nonprofit sector. He provides these clients with a variety of services including evaluating their business structure, keeping them current on required standards, performing financial statement audits, and tax return preparation.

Scott’s responsibilities at FJ & Associates include planning and performing audits that are in accordance with GAGAS, HUD, RD, IRC 42 (tax credits) audit guidelines, and Uniform Guidance. These duties involve client communication including analyzing client transactions, making constructive suggestions to improve client operations, compliance auditing of federal assistance programs, recognizing and resolving potential or existing problems, and working with audit and tax associates in the areas of training, supervising, and reviewing their work.

Scott was the Treasurer of the Mt. Plains National Association of Housing and Redevelopment Officials (NAHRO) and is an active member of the Affordable Housing Management Association (AHMA). He believes in a business approach that nurtures long-term, mutually beneficial relationships with his clients.

B.S. Accounting – Utah State University

Short background of pertinent work experience: 
Scott started his career as a small business tax auditor for the IRS for three years. After that, he was employed by Price Waterhouse (Coopers) in their small business tax department in the Los Angeles area. Scott then moved back to Utah and worked for a small CPA firm in Ogden, where he prepared and consulted for small businesses and individuals in tax and accounting matters. In 1993, he joined a CPA firm specializing in the subsidized housing industry, which eventually he became a partner and is now FJ & Associates.

Areas of Expertise / Specialization: He works in the audit department as well as the tax department. He has an emphasis in auditing and consulting for the subsidized housing industry – HUD, rural development, tax credits, and public housing authorities. He also has expertise in tax and consulting for small businesses and individuals.
